Application:
- Frame the top edge of the shadow with Bassam Fattouh Neon Eyes & Lips liner. Make 1 line that begins at the inner corner of your crease and extends outward like a cat eye.
- Outline your eyelids in neon liner for a pop-art effect. Choose a bright color that will contrast with your skintone. Outline your entire eyelid with the neon eyeliner so that your lash line and the crease of your eye are connected. It should look like an almond or half-moon, depending on the shape of your eye.
